Carlos serves as Senior Advisor to Matthews Southwest in the areas of large project pursuits, planning, engineering, and construction management, among others. Carlos brings the experience of overseeing large-scale infrastructure projects from inception, through the planning and building phases, all the way to commercial operations. He has more than 30 years understanding in combining multiparty negotiations and complex financing structures with the on-the-ground realities of engineering, construction management and safety. Carlos’ most recent role was that of President and CEO of Texas Central, completing the rulemaking and permitting phases of the project, including NEPA, securing eminent domain authority, and convening world-wide competition as well as signing the civil, environmental, Rail Operator, and equipment installation contracts for the project, preparing Texas Central for the execution phase.
